Senior Project Associate – Legal Identity (IBG)

About the role

The International Organization for Migration (IOM) seeks a Senior Project Associate to lead legal identity activities for migrants residing in Costa Rica. Reporting to the Head of Program and the Head of Immigration and Border Governance Unit, you will help migrants establish, verify, and document their legal identity, enabling access to regular migration status and essential services.

Key responsibilities

• Support planning, coordination and implementation of legal identity interventions.
• Screen cases, collect and review personal and biometric data, and manage identity verification processes.
• Identify and follow up on documentation gaps while adhering to IOM data‑protection principles.
• Provide capacity‑building training for DGME personnel, consular staff and other stakeholders.
• Develop and operationalise tools, standard operating procedures, referral workflows and case‑management mechanisms.
• Collaborate closely with protection, case‑management, information‑management and regularisation teams to integrate identity solutions into assistance plans.

Required profile

• Relevant experience in migration, legal identity or related project management.
• Familiarity with biometric data handling and data‑protection standards.
• Proven ability to work with multiple stakeholders and government agencies.
• Strong analytical and documentation skills.
• Under supervision of senior IOM staff, capable of delivering results in a multicultural environment.
