Community Advisory on Integration & Regularization (North Zone)

About the role

The International Organization for Migration (IOM) seeks a consultant to provide direct community advisory, individualized guidance, and accompaniment to migrants in the North Zone of Costa Rica, specifically in Upala. The role supports the HOPE project, which aims to improve socio‑economic integration and regularization processes for displaced and economic migrants.

Key responsibilities

• Deliver face‑to‑face advisory services to Nicaraguan migrants and other vulnerable groups regarding migration regularization pathways.
• Coordinate with the DGME, Upala Municipality, Territorial Human Mobility Tables and other local partners to disseminate reliable information.
• Facilitate access to documentation, basic services, and legal routes for regularization.
• Identify and help reduce geographic, economic, digital and institutional barriers that limit migrants’ access to services.
• Collect feedback and report on community needs to inform IOM’s policy and program design.

Required profile

• Experience working with migrant communities, NGOs, or public institutions in Costa Rica.
• Strong understanding of migration regularization processes and related legal frameworks.
• Excellent interpersonal and communication skills in Spanish; English is a plus.
• Ability to work independently in a remote, rural setting.
