Advocacy and Communications Officer (NO-3), Fixed‑Term

About the role

The Advocacy and Communications Officer will lead and coordinate UNICEF’s advocacy and communication initiatives in Costa Rica, promoting children’s rights and influencing policy. The role combines strategic planning, digital campaigning, media engagement and stakeholder partnership to raise public support for UNICEF’s mission.

Key responsibilities

• Develop and implement advocacy strategies with clear objectives, outcomes and theories of change.
• Identify advocacy opportunities through analysis of political, economic and social trends.
• Design and execute communication and public‑engagement initiatives that support advocacy goals.
• Lead digital communication campaigns, create content and manage audience engagement.
• Build and maintain relationships with media outlets and journalists.
• Monitor, evaluate and report advocacy results using evidence‑based approaches.
• Manage projects, work plans, budgets and resources transparently.
• Strengthen internal advocacy and communication capacities through coaching and knowledge sharing.
• Establish and maintain strategic partnerships and stakeholder networks.

Required profile

• Master’s degree or equivalent in Political Science, International Development, Public Administration, Communications, Public Policy or related field.
• At least five years of progressively responsible professional experience in advocacy, communications or related areas.
• Demonstrated ability to develop and implement strategic advocacy and communication interventions.
• Strong analytical skills to identify trends and opportunities.
