Public Procurement Sales Specialist

About the role

Doer is looking for a Public Procurement Sales Specialist to develop and manage commercial opportunities within Costa Rica's public sector, focusing on the SICOP procurement platform. The role covers the full sales cycle from opportunity identification to contract award and post‑award coordination.

Key responsibilities

• Identify and analyse commercial opportunities in SICOP.
• Search, review and interpret public procurement notices, requirements, conditions and deadlines.
• Prepare and submit offers within established timeframes.
• Manage subsanation, clarifications and follow‑up of contract awards.
• Coordinate internal teams to ensure accurate and complete offer preparation.
• Maintain rigorous tracking of dates, requirements and documentation.
• Follow opportunities through to closure and contribute to Doer’s growth in the public sector.

Required profile

• Highly organised, meticulous and autonomous.
• Ability to manage multiple end‑to‑end processes simultaneously.
• Strong sense of responsibility for documentation and deadlines.
• Clear communication with internal teams and institutional clients.
• Initiative, self‑management and a desire for long‑term stability.

Required skills

• Proven experience using the SICOP platform from start to finish.
• Hands‑on experience searching notices, presenting offers, handling subsanations and tracking awards.
• Applied knowledge of Costa Rica’s Public Procurement Law (Law 9986) and its regulations.
• Valid digital signature or ability to obtain one immediately.
• Experience working with governmental or institutional clients.
