National Project Officer – Capacity Building & Development

About the role

The International Organization for Migration (IOM) is seeking a National Project Officer to join its Capacity Building and Development Unit in San José, Costa Rica. Reporting to the Programme Coordinator and under the overall supervision of the Chief of Mission, the officer will lead projects that strengthen the capacities of key stakeholders and support integration initiatives for migrants.

Key responsibilities

• Manage and coordinate capacity‑building projects, ensuring they meet objectives, timelines, and budgets.
• Liaise with governmental authorities, UN agencies, NGOs, and other partners to foster collaboration.
• Develop training materials, workshops, and technical assistance for stakeholders working with migrants, refugees, IDPs, and trafficking victims.
• Monitor project progress, prepare reports, and provide recommendations for improvement.
• Represent IOM in meetings, conferences, and stakeholder engagements related to migration and development.

Required profile

• Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field (or equivalent Bachelor’s with additional experience).
• Minimum two years of relevant professional experience (or four years with a Bachelor’s degree).
• Proven experience working with governmental bodies, UN agencies, NGOs, and vulnerable populations such as migrants and refugees.
• Prior experience in an international humanitarian or development setting, preferably in a multicultural environment.
