Program Contract Administrator – ICE

About the role

The Program Contract Administrator supports the ICE project by handling administrative, contractual, and planning activities, ensuring compliance with contract terms and the SICOP procurement tool.

Key responsibilities

• Coordinate and monitor the project plan with ICE, working closely with the PMO and Project Managers.
• Manage all project documentation, including purchase orders, contract modifications, minutes, letters, and reports.
• Register, update, and follow up on processes in ICE’s SICOP tool, adhering to customer guidelines and timelines.
• Prepare and maintain schedules, milestones, deliverables, and progress reports.
• Produce periodic follow‑up reports on contract status, billing milestones, risks, and actions for internal teams and ICE.
• Verify contractual conditions are met and alert the PMO to any deviations.
• Collaborate with finance, legal, commercial, and operations teams to ensure proper contract execution.
• Support tender documentation, renewals, and amendments using SICOP where applicable.

Required profile

• Legal residency and work permit in Costa Rica.
• University degree in Business Administration, Engineering, Project Management or related fields.
• 3–5 years of experience in project administration, program coordination or contract administration, preferably in telecom or technology.
• Experience with ICE’s SICOP tool is a strong advantage.
• Intermediate to advanced English proficiency.

Required skills

• Advanced proficiency in Microsoft Excel, PowerPoint, and Word.
• Familiarity with project management systems.
• Ability to work in a structured, detail‑oriented manner.
• Experience using the SICOP procurement and customer‑facing tool.
