Human Resources Manager – Costa Rica

About the role

Our client is scaling a flagship 108‑acre master‑planned community in Costa Rica and seeks a senior HR Manager to build people‑operations from the ground up. This role will shape HR strategy, design scalable processes, and ensure legal compliance while supporting a mission‑driven organization focused on regenerating people, communities, and the natural world.

Key responsibilities

• Design and implement HR policies, standard operating procedures, and a scalable people‑operations infrastructure.
• Ensure compliance with Costa Rican labor law and coordinate the HR side of payroll.
• Lead core HR functions including talent acquisition, onboarding, performance management, and off‑boarding.
• Integrate AI tools into recruitment, documentation, and people‑analytics workflows to improve efficiency.

Required profile

• 5+ years of HR management experience, preferably in startups, hospitality, or mission‑driven environments.
• 3+ years managing HR for remote or internationally distributed teams.
• Full bilingual fluency in English and Spanish (written and spoken).
• Deep knowledge of Costa Rican employment law (CCSS, Aguinaldo, Código de Trabajo) and a strong grasp of the HR tech stack.
