Senior Project Associate – Legal Identity (IBG)

About the role

The International Organization for Migration (IOM) is looking for a Senior Project Associate to lead legal identity activities for migrants residing in Costa Rica. The role supports the planning, coordination and implementation of identity verification processes that enable migrants to access regular migration status, protection pathways and essential services.

Key responsibilities

• Independently lead and coordinate the implementation of legal identity project activities in Costa Rica.
• Support case screening, collection and review of personal and biometric information.
• Coordinate document‑supported and declaration‑based identity verification processes in line with IOM data‑protection principles.
• Identify and follow up on documentation gaps and ensure compliance with legal identity standards.
• Develop and operationalise tools, standard operating procedures, referral workflows and case‑management mechanisms.
• Provide capacity‑building training for DGME personnel, consular staff and other relevant actors on identity verification and document issuance.
• Collaborate closely with protection, case management, information management and regularisation teams to integrate identity interventions into individualized assistance plans.

Required profile

• University degree in law, migration studies, social sciences or a related field.
• Significant experience (5+ years) in legal identity, immigration or border governance projects.
• Proven ability to work with government agencies, NGOs and international partners.
• Strong understanding of data‑protection principles and legal identity standards.
• Excellent analytical, coordination and reporting skills.
